Walnut Hill Volunteers In Patrol Minutes

Members present were: Bob Noyes, Bill Marx, Randy Griffin, Phil Hughes, Joyce Tepley, Maryann and Joe Mathews, Bob Turney, Chuck Pomatto, Margaret and Mike Conlin, Paul Figel, Jean Ryan, and Martha Templeton. Guest was Officer Burnside.

The first meeting of 2010 was opened by Chairman Bob Noyes at 7 pm.

Officer Burnside reported that crime was up 4% in our area from last year. In 2008 there were a total of 2 Individual Robberies and 2009 reported the same, so there was no change. In 2008 there was 1 Aggravated Assault and 2 reported in 2009 making it a 100% increase. There were 5 Business Burglaries reported in 2008 and 5 in 2009. Residential Burglaries were down from 21 reported in 2008 to 19 reported in 2009. Burglary of a Motor Vehicle showed a slight decrease of 32 in 2008 to 31 in 2009. Thefts increased from 9 in 2008 to 11 in 2009. Auto Theft was also up from 2008 in which 5 vehicles were stolen and 2009 when 8 were stolen giving us a 60% increase. That gave us a grand total of 78 incidences.

Starting off this year with last months crime statistics shows no harms against persons. However, we continue with vehicle break-ins. There were 5 in December of 2009 compared to 3 in December of 2008. Thefts were down from 2 to 1, business burglaries held the same, 1 in December 2008 and 1 in December 2009. No vehicles were reported stolen in December 2008 but we had 1 stolen in December 2009. There were no residential burglaries reported in December 2008 or 2009. We had an overall increase in non-violent crime of 33% last month compared to the same month in 2008.

Officer Burnside pointed out that most of our crime is related to vehicles being broken into and things taken which are visible to a thief or should not have been left in the car in the first place. A nine millimeter pistol was taken from a truck at the 3800 block of Royal Lane. We should NEVER leave a gun in a car. Now that gun is out on the street. An unlocked car was broken into in the 10000 block of Gooding and $1000.00 worth of Christmas gifts was taken. A car that was broken into on Peter Pan had its GPS taken but a laptop and IPOD left in the same car was untouched. GPS’s that are visible are prime targets for thieves. They are easily ripped out and disposed of.

Bob reported that our room rental at the Walnut Hill Recreation Center has been paid for this coming year. He also offered to order blue and gold embroidered patches that say Dallas Police Volunteer for anyone who wants one. They can be sewn on white T-shirts or the shoulder of our VIP jackets.

Joyce reported that we had no minutes from November or December 2008 because we had no meetings. The October minutes were lost but the only order of business remembered was a discussion about ordering jackets.

In the absence of Linda Befort Bob reported the treasury of Crime Watch having $5,619.29 after paying $108.00 to the City of Dallas for the new Crime Alert signs, $64.54, $47.80, and $169.01 to Paul Figel, Linda Befort, and Bill Fay respectively for National Night Out expense reimbursements. Bob Noyes was reimbursed $110.00 for our room rental, Paul Figel was reimbursed $104.24 for hams and pies for the Fire Station Christmas gift and for police radio batteries. Web hosting for November 2009 and January 2010 which is charged to Chase credit card issued by our bank under the Walnut Hill Crime Watch name was paid in the amount of $19.98.

As of the end of 2009 there were 163 households or 16% of the total number of household in our neighborhood association who paid association and crime watch dues. The amount collected is $1675.00. The total number of paid police patrol dues is $49,376.65 or 348 memberships representing 35% of 1033 households.

Paul Figel reported that he and the Fays will combine National Night Out parties this year in October. The equipment has no problems.

Phil reported we had about 900 hits on our website this month.

Chuck reported that he typed out a summary list of the number of patrols since 1994 to 2009. It will be in the patrol book for everyone’s information. He has also deleted members who are no longer active and do not wish to be on our membership roster or email alerts. A new membership list will be inserted in the patrol book and sent to all members.

Bob Noyes passed out information sheets on how Senior Citizens can keep from being victims of crimes which he got at the last city wide Crime Watch Quarterly Meeting. Excerpts from the will be posted on the website Crime Watch Page.

  -Volunteers_In_Patrol-
  Volunteers in Patrol is a program sponsored by the Dallas Police Department to reduce crime by having citizens patrol their own neighborhoods and report any suspicious or criminal activity to the police. All volunteers must complete a one day training course given at the police North Central Substation to qualify.

The program requires a small commitment each month – about 3 hours – 2 hours minimum to patrol the neighborhood and 1 hour attendance at the monthly meeting. Being a Volunteer in Patrol is not for everyone. If you wish to be a part of this special group of highly committed neighbors whose main concern is our shared safety, print off the application and liability release form, and send them to:

After applying, the police department will do a background check on you. If you pass, you will be notified of the next training session. Once you are trained in basic observation skills and police reporting procedures you will be teamed with a seasoned VIP person for your first patrol through the neighborhood. All patrols are made with teams of two people. The monthly patrol schedule and assignment of patrol partners is put together at each meeting.

There is no better way to contribute to the safety of your neighborhood, to get to know your patrol partner better, and to enjoy an ever-changing leisurely ride through our area, than to be a Volunteer in Patrol.

Join us at 7:00 PM on the last Wednesday of each month at the Walnut Hill Recreation Center, 10011 Midway Rd. The membership meeting is open to anyone.
