Expanded Neighborhood Patrol (ENP)
WHHP employs a team of about 4-6 off-duty Dallas Police Department (DPD) officers to patrol all the streets and alleys in the 1-square mile WHHA area for a set number of hours per week. The ENP officers are experts on our neighborhood and can quickly recognize suspicious activity. During their dedicated patrol hours, the ENP officers can respond quickly to 9-1-1 calls and home security alarms. Additionally, the officers have a data terminal in the patrol car, so they can check for things like stolen vehicles and warrants on suspicious people.
The WHHA ENP program is coordinated through the Dallas Police Department. The ENP Lead officer manages the other officers and their schedules in collaboration with the WHHA Crime Watch ENP Coordinator, who holds a seat on the WHHA Board.
Residents pay an annual fee to support the ENP annually at the time of membership renewal. Only residents who pay to support the ENP are given access to the private phone ENP officer phone number. Residents can call the officers directly, and if no officer is on duty at the time of a call, residents can leave a message for the officers to follow up on during the next dedicated ENP shift. Additionally, paying residents can request the ENP officers to conduct vacant home checks when they are out of town.
The number of ENP patrol hours is dependent on the number of residents who opt to pay into the ENP program each year. Residents frequently ask how to get more patrol hours and the answer is simple: more people need to support the ENP! The more paying residents we have, the more ENP patrol hours we can fund. WHHA strongly encourages all residents to support the ENP annually, not only to be able to enjoy the great perks that ENP members enjoy, but also to ensure the continued safety of the entire neighborhood.
ENP Specifics
- Cost and Timeframe
- Each WHHA member household pays an annual fee to participate in the ENP.
- The ENP fee is for the calendar year. The cost is not prorated based on when you submit your payment.
- What you get
- Members who pay into the ENP will receive the phone number (for the year in which they paid) to contact the ENP officers for non-emergency situations and to request vacant home checks.
- Please contact 911 first for all emergency situations, as the ENP officer may not be on patrol.
- It is important to support the ENP each year because the ENP number changes annually.
- Members who paid the previous year but not the current year will not get the ENP number.
- Members who pay into the ENP will receive the phone number (for the year in which they paid) to contact the ENP officers for non-emergency situations and to request vacant home checks.
- Number and schedule of patrol shifts
- To maximize safety, the patrol shift schedule is never released or publicized.
- Shift times and dates are variable to be deliberately unpredictable, thereby maximizing neighborhood safety.

Why should you enroll in the ENP program:
- WHHA residents frequently express the desire for as many ENP patrol hours as possible. The annual budget for patrols is based upon the number of participating households. The more households that pay into ENP, the greater number of patrol hours WHHA can fund.
- While on duty, the uniformed Dallas Police Officers are exclusively patrolling all streets and alleys in our one-square-mile neighborhood.
- Presence of marked Dallas Police vehicles is a strong deterrent to crime and suspicious activity.
- An ENP officer on patrol in our neighborhood can respond quicker to 911 calls in our neighborhood.
- You can have peace of mind when out of town knowing that the ENP officers will conduct frequent checks on your property. Please provide the ENP officers with the following information:
